Auto Tags & Registration

Vehicles must be registered and Colorado license tags displayed within 45 days of residency. Owners of vehicles coming from out of state must have verification of the vehicle identification number. Verification can be obtained at any emissions inspection station, police department, or the El Paso County Department of Motor Vehicles main office at 200 S. Cascade Ave. in Colorado Springs.

The title or current registration is required if the vehicle is registered in another state. Proof of insurance is required to register a vehicle. Vehicle owners must carry bodily injury liability, property damage, personal injury (no-fault medical), and uninsured motorist insurance.

Emissions Testing

Vehicles operated in El Paso County, except for some rural areas, must pass an emissions test. Proof of passing must be presented to register the vehicle. Most auto dealerships and auto repair facilities offer emissions testing locations.

Child Care Information

Many childcare services are available in the Pikes Peak region, including in-home, work site, and other child care centers. The Colorado State Department of Social Services regulates licensed day care homes and centers and establishes safety and health standards.

Parents should keep the needs of their children in mind when researching childcare centers. Costs, hours of operation, care for sick children, and location are also important factors to consider. Here are some tips for making the right decision.

  • Consider all your options: church, nonprofit, private, and company-sponsored day care centers.
  • Ask friends, neighbors, and coworkers for recommendations.
  • Visit centers you are considering and observe the facilities, staff, and children.
  • Check safety, cleanliness, staff qualifications, and training.
  • Get names and phone numbers of other parents; call them and ask questions.
  • Assure that the center's hours and vacation schedule match your needs.
  • Be sure the facility is licensed by the state of Colorado.

Driver's License Renewal & Testing Centers

Newcomers must complete application for a Colorado driver's license within 30 days of establishing residency. Adult licenses are available at age 21 and are valid for four years. Provisional licenses for persons 18-20 are good for three years. At age 16, a beginner's license, valid for two years, may be applied for. All applicants must take a written examination, and first-time applicants and persons renewing expired or revoked licenses are required to take a driving test. License fee is $15.

Pets

Dogs must be licensed by the age of four months. An annual license can be obtained, with proof of current rabies vaccination, from the Humane Society of the Pikes Peak Region. Dogs are required to be on a leash or under the owner's voice control when off the owner's property.

Cats don't require licenses, but must receive annual rabies vaccinations and must not be allowed to trespass or damage property. Horses may be kept inside the city limits in some areas depending on zoning and restrictive covenants. Certain animals are prohibited in some areas. Call the Humane Society for information and restrictions on exotic pets, and lost, found, and stray animals at 473-1741.

Utilities

The city of Colorado Springs provides electricity, natural gas, water, and wastewater treatment within the city limits and in some neighboring areas. Services can be started before a residence is occupied. If meters need to be restored to service, a feel will be charged. If meters are already in service, there is no additional fee. Deposits are not required for the average residential customer. Utility rate are recommended by the department and approved or adjusted by City Council.
